why do some people think Kabuto > Itachi?

I fail to understand why some people put Kabuto above Itachi in their top10 lists
in base he's weaker and sage mode takes prep time
Kabuto won't have time to go SM Itachi's Susanoo will easily crush the little snakes
even if he hides under the ground Itachi will see the snakes with his sharingan like Sasuke saw Deidara's bombs

Well, he can summon Edo Tensei's to kill Itachi.
He's not weak in base. His Sage Mode took like half a minute during which he was just talking to the bros and the snake he was in was moving meaning he can move and gather Sage Chakra. Also, he used several skin sheddings to fool the Sharingan.

I don't know what you need to be explained here. Kabuto can counter every last one of his techniques while Itachi will have to rely on MS in order to counter Kabuto's SM techniques. Itachi can't spam MS techniques so he'll drop dead after about 10 minutes at best.
