I think you forgot about the part where Kabuto said he wasn't even wanting to harm Sasuke. After all, can't hurt your best guinea pigs. That's bad for experimentation.

I think you forget that Kabuto was planning to capture Sasuke instead of killing him (Did you already forget that was his whole purpose for even being in the war with Tobi?) and planning to rewrite Itachi's memory with the seal to put him back under control.

If he went for Itachi first, it would have been Checkmate

Although Itachi can beat him with Izanami, but without that ass pull of a technique it's unlikely itachi would win.

the reason why Naruto needed to meditate was to gather natural energy, but that's something that Kabuto doesn't need to do because of Juugo's DNA
