My logic dictates that commonplace practice with a weapon called a sword makes somebody a swordsman. Luffy doesn't practice swordsmanship.

Luffy used a sword once, and then he used it again. That's sufficient practice since he's had sufficient experience. Thus.. a swordsman (by your logic of course).
