So in the current arc we get introduced to the new admirals, but mostly Fujitora who seems pretty OP considering his DF and ease of his use of that DF like throwing down meteors and levitating his ship while he was lazily eating ramen.
This guy gets ranked among the strongest of the admirals we have seen so far and only a year or two ago he was a vice admiral. I think with his age, it doesnt seem he could get that much stronger in the year or two than he already was.
Considering all of this, wouldnt you think that the Navy have at least 5 or more guys that are admiral level that are vice admirals currently? Like they replaced two admirals like it was nothing with guys that are pretty similar in level.
I think we underestimate the vice admirals when it was anyone but garp, and we should consider that the navy doesnt just have 4 admiral level/tier people but probably somewhere like 10 and maybe stretching it to 15
