I think Madara wrapped the final Susanoo around the 9 tails. I'm not 100% certain though. When Susanoo has those paper like skin or w/e that is the final Susanoo not the perfect Susanoo. Sasuke had the final Suasnoo since he released it right before he went blind when he was fighting Kakashi. Itachi has it as well.

That's because Naruto's "feelings" prevailed. It's symbolic, you see the two swords/ideals clash, Naruto &Co.'s prevail, Obito's get broken.
