no he isn't, he's implying that Tobirama who is a Senju, has more chakra than Mei, and was actually an Hokage cannot use a Suiton technique on the level of Mei, just because he hasn't used it. Absence of Evidence is not Evidence of Absence.

He used a high lvl Suiton tech in part 1 even though he had only a fraction of his power, look at Hashirama's Mokuton in part 1 and compare it to part 2. then do the maths...

I repeat there's been absolutely no need for him to use suiton. He used it when he had to, and he used the one appropiate for the moment. Once again, absence of evidence is not evidence of absence. Common sense will tell you Tobirama can do this..

Haku was capable of using Suiton for his Ice Release yet he isnt mentioned either

How is Kisame not above Mei?? Mei doesn't really compare to Kisame in Suiton. Zabuza is more skilled than Kakashi in suiton bc i mean, it is his affinity anyways

Kisame can create vast quantity of water due to his bijuu level chakras. Doesn't mean in terms of skills he is the best, which in my opinion Mei is. Kakashi has shown more feats than Zabuza in terms of suiton. Zabuza didn't even show the capacity to use suiton outside a battlefield around water something like Kakashi showed us. Not saying he can't, but he lacks feats on the contrary of Kakashi

kisame showed vast amounts of versatility. its not like he just makes a lake every time he fights. theres finesse in there too
