Yeah, the short range is the biggest problem with the jutsu. If you ever catch an opponent using it, make sure to disrupt it in any way you know so that it damages him too. As suggested in the description, tags would be your best bet.

Or I could cancel the jutsu with an appropriate wind or fire jutsu. I could also just use a jutsu to move myself out of the path of the gust.

Yeah, it increases the cutting power by a B rank. Depending on the rank of the weapon, it would be increased for the B rank of the technique.

Like you said I don't see how this is much different than the last jutsu. You can use it quickly in short range combat such as taijutsu battles or block against projectiles at mid range. Do you have to slash downwards or can you slash to the side to create the gust? With the jutsu that use a sword in their description can you use any weapon that has a similar shape to create the same effect (example: can I pick up a big stick and swing it to create a gust)?

I think this is a nice jutsu to combine with a medium potency fire(C-B Rank) jutsu. It's big enough to hit with a fire projectile and doesn't require a strong flame to overtake it. I wouldn't use it at short range since it requires 4 hand seals. To defend against it you can fire a more powerful wind jutsu to the resisting side of the tornado and disperse it. Or you can use a sturdy earth wall or dome to protect yourself. Evasion is probably not the best option with this jutsu as tornadoes are fast. If you don't have time to construct a wall or you don't want to move you can harden your body to defend yourself.

You have to slash down but it can be similar weapons. The trick behind it is the speed at which you slash it. This creates turbulence behind the blade as it cuts through the air, thus creating a gust. It's the same with birds and planes, the only difference is that they "cut" the air horizontally while you do it vertically for a better effect.
I think that the best way around this would be a fire to consume the tornado. It's too violent and unpredictable to go with simple defensive structures. But wind as you said, to redirect it, wouldn't be a bad idea either.

After a string of handseals you generate a vortex of wind that is capable of splitting other incoming wind techniques up to B rank. You can also take control of them and redirect them back for a bit more damage. Since it was adopted into our RP the handseals weren't specified and Scorps should be contacted for the exact amount. Although, it's a general belief that when it doesn't say anything, 2-3 are a fair amount.

I'm sure you came across this one. The ultimate noob evasion technique. You punch the air and release a vortex that lets you change your position and distance from the opponent. It's good to avoid mid range jutsus by going to long range and it's useful against environmental earth techniques.

I like this jutsu. It has the advantage of being able to redirect an opponent's wind attack at them. I see this as a nice jutsu to use to save on move counts. You can defend and attack in almost the same motion. It's not very suitable for short range combat since it requires 4 hand seals, and it will only be able to block wind that is formed in along one direct path. The most obvious defense is to not let the opponent finish their hand seals which can be done in a number of ways. If the opponent sends your wind attack back at you your defense will depend on what type of wind attack you used.

I have definitely heard of this one. Besides the obvious evasive capabilities you mentioned you can also combine this with a fire projectile or a fire wall to create a potent combo attack. I see this as the upgraded version of the wind stream jutsu for evasion. To defend against it I would use a C rank or higher fire jutsu to overpower the hurricane. You could also use the wind return jutsu to redirect the hurricane at your opponent. What are environmental earth techniques? Is that where a bunch of tree huggers plant themselves on the ground and protest society? Do you see any flaw or anything that's easily exploitable when an opponent uses this to evade your attack? Other than the obvious overpowering of the wind of course.

Yes, it's excellent against this whole method. And with all that, you get a +5 bonus damage for using it.
Excellent. Works very well with stuff you can punch through. You could even punch an earthen wall and let the rubble fall on the opponent and have him doomed in his own turtle defense!

The blade of wind mentioned here is actually another technique. I'm not sure if we already did it, but you channel wind into your fingers and you slice the air, releasing a blade of, guess what... wind. This technique includes the blade of wind and it also creates a hurricane out of the blade of wind that swirls quickly, drawing the opponent into the hurricane and slashes them due to the cutting power of the blade.
