Well i'll post what I already said:
It's a fact that Neji and Hiashi rotations are equal in size:

And Neji's air palm has gotten stronger since his fight with Kisame.
And in any case what Hiashi used against the Juubi is a completely different jutsu: Air Palm Wall.
Neji can use it in collaboration with Hinata:

But yes, i'll admit we haven't seen him use it alone.
But the Air Palm Wall is the one point where Hiashi beats Neji. But that doesn't proof he's a stronger shinobi overall.
A simply example is speed. Hiashi doesn't really have any speed feats while Neji has proven a very fast shinobi on several occasions. This one comes to mind:

Those spikes we're noted to be incredibly fast, yet Neji managed to jump in and save Hinata before they could hit her.
And don't you think Hiashi would have tried to save his daughter aswell?? Yet Neji was the one who had the speed and reflexes to do it. Hiashi even saw the attack coming, yet couldn't react in time:

Neji has also proven to be incrediblt resilient:

He took a hit like that after already getting hit by 2 other arrows, yet still managed to keep on fighting an eventually won.
And that's another area that we've seen no feats from Hiashi in.
Hiashi could in theory be stronger than Neji, but saying that he's superior to Neji in everyway is just ridiculous.

My point is that there aren't any proof or feats in the manga to suggest that Hiashi is a stronger shinobi than Neji overall. Maybe he is slightly stronger, but from what we've seen that's not the case.
And also:
Whether Hiashi trained Neji between part 1 and 2 and made him jounin is irrelevant. Neji has always been extremely talented as proven by the fact that he learned Rotation and 64 Palms all by himself, cause he wasn't allowed to learn them. There are also several proofs that Neji has improved since the start of part 1 and yes, he most likely surpassed his uncle.

First of all those two rotations have most likely been around same size even though it might look otherwise. The rotation in the second picture is by no means small. Look at those spikes for gods sake. They're easily 5 meters long, yet the rotation has a diameter greater than that.
Now look at the bottom of the rotation and how the spinning makes the ground sling around to all sides. Cause of that the crater would logically become a lot bigger than the rotation itself.
And if you go back and look in part 1, we actually only saw the crater of Hiashis roation in the manga. Not the Rotation itself.
Besides look at this panel again and look at the crater that Hiashi's standing in:

Seems familiar?? It's pretty much the same size as the other 1 you posted. Besides why in the world would Hiashi be holding back his full powers in the middle of a war where he's trying to protect his fellow shinobis?? Cause he's a douchebag??
And once again Hashi knowing all the Hyuugas secret techniques doesn't make him a greater shinobi than Neji. Neji knows all of them as well actually. Sure he can't use Air Wall Palm alone, but he can still use it And besides as I said there's more to being a shinobi than the jutsus you can use. Neji is superior to Hiashi in speed and resilience, and that'd be incredibly useful in a fight with him.
So i'm retarding because I say he's stronger for showing more feats?? I think saying that makes you look like a retard more than me. Without feats you can't proof anything. And sure it hasn't been stated that Neji hasn't surpassed his uncle.
But has it been stated that he HASN'T?? Nope... If you haven't got anymore than that, then I might as well conclude now that Neji >/= Hiashi.
