I can name at least ten people who can counter that. And Muu has to become visible in order to use Dust Release.

The reason why he have to become visible to use dust release because his other have was seal by the shinobi alliance.His power was not 100%

Well even though he is a kage, I don't think he could solo Madara. Even Naruto can defeat him and I will explain why:

Jinton: Though powerful it takes time to prepare and fire. If fighting a Sensor, he would be discovered the moment he gathers chakra to fire it off.

Masking his chakra: Thos works great for your average sensor, but an astute sensor or ninja in general can watch for subtle disturbances in the environment around them (footprints in the ground, broken twigs, subtle air movements) this is especially true for those possessing a dojutsu like Sharingan or Byakugan.

In Naruto's case( and perhaps all other sages) they can find him by sensing his malice or deadly intent and thus do not need to sense him by chakra.

So no,Muu is not really Underrated.
