He is definitely underrated, and I'd say he's top 10. However, he loses to these characters:

1. Obito
2. Hashirama
3. Madara
4. Naruto
5. Nagato
6. Kabuto
7. Sasuke
8. Minato
9. Itachi


He's debatable top 10 and beats everyone under him.
