do as the jutsu says, gather the water over your opponent and infuse some more chakra into the water to make it denser. Then release your hand signs to have it fall down on your opponent.

Make one clone and try it out on him.

*I gather the water over the clone, and then focus more chakra into the rain, making it denser. I release the handsign, and a torrent of water falls over, and around my clone, severly damaging him, and making him poof.
