Who cares if the Senju brothers weren't at full power? They were easily Jounin level Edos. Part 1 Kakashi and Gai wouldn't have been able to beat them.

Oro was already a Kage level fighter and arguably in his prime.

Hiruzen was miserably weak, and he still stalemated Oro and had a significant impact on the rest of part 1's story direction.
