How strong is SM Jiraiya?

Well, he ALMOST beat Pain ( With intention to KILL not capture like Naruto ).
Ma + Pa + Heaps of summons..
HUGE rasengans, ect ( I don't understand how he didn't infuse Katon into the Rasengan ).
His SM was beastly, he had incredible strength and huge Taijutsu/ninjutsu feats.

U r list is Good but u should put Itachi in High Tier list or Minato in Top Tier list & u super overrated Hanzo
