perhaps Madara wants them to fight Sasuke so he can move on with the moon's eye plan while sasuke buy's time madara will kill all of the kages with it.

Yes, that is what I was thinking to. It could be possible that it is a revival technique to bring an Akatsuki back. (I think Itachi)
