After the epic fail that was Hiruzen, he certainly would not have been my choice. Danzo is a coward, a hypocrite, is willing to let villagers die, mess up lives for no good reason, and is overall too weak to be Kage anyway, so he wouldn't be my choice either. Koharu and Homura are way better than Danzo, but Hiruzen would still be a better choice than them. I'd say Kagami. I don't know much about him, but I do know that he was fiercely loyal to the village, and having an Uchiha in a high ranking political position would avert one of the greatest atrocities in Konoha history. The Akamichi is fodder and irrelevant so I wouldn't pick him.

OT: I would choose Hiruzen. Kagami as a Hokage would have started a revolution for the Uchiha, and the other citizens would have been put in danger. Danzo is a close 2nd.
