No feat of him doing so, so he can't do it. Why would he even know how to use that jutsu when Tobirama is the one who created it? Tobirama and Madara were around during the same era, but Tobirama was around in the village longer, he probably created it after Madara left the village anyway.

i would go for sasuke and itachi just because of the fact that they can overwhelm madara by their number.

Basically, itachi would genjutsu madara and in that time period sasuke will blitz him with totsuka which itachi will give him before casting the genjutsu.
Just my opinion though , countless other possibilities are there.

The sharingan can copy any ninjutsu. He saw Tobirama and Naruto doing it.

OT: Sasuke and Itachi win this. With the restrictions, they are basically fighting a Madara who can use a level 3 Susanoo, Flower Tree World and Jukai Kotan.

Jukai Kotan isn't going to smash through Sasuke or Itachi's level 4 Susanoo, not at all. Flower Tree World can be burnt by Sasuke's Susanoo-Enton Kagutsuchi. They can get to Madara by having Sasuke use a buttload of Enton flames (Which will spread easier on a grassy plain) allowing him to use Kirin to deal some heavy damage to Madara's Susanoo, since it vaporized Itachi's Level 2 Susanoo and still dealt him damage, it will do some serious damage to V3, creating an opening in the armor where they can use their Totsuka and Enton Blade to hit away at the damaged armor to get to Madara or if there is a large enough hole in Susanoo after Kirin, Itachi can pierce Madara and seal him away.

Sasuke and Itachi win this. Itachi doesn't need to pull out his Mirror yata and Sword Totsuka Susano'o. He can be housed inside Sasuke's final Susano'o. Sasuke can summon Aoba and sit on top as well. The summon can attack Madara as well. Sasuke can use Enton Sword to damage Susano'o and Itachi can engulf the whole field with Amaterasu which can be spread with the sweep of his gaze. If he uses Flower Tree world then it'll only prep Kirin that much faster.

Itachi's V4 Susano'o was obliterated with Kirin and it burned his skin as well. Madara's form would get damaged as well. Then Sasuke can Itachi can attack simultaneously. Sasuke can use Enton arrows and Itachi can create his own V3 Susano'o to bombard Madara with Yasaka Magatama. All of Madara's attacks will be tanked by both Susano'os' or they will surely be able to sustain enough damage to last in a fight. By this time, Kirin can be used again, along with the additional attacks to create a gap in Susano'o. Once that happens, Itachi can easily pull out V4 and seal him.
