There is a difference between not have feats or not having it at all.

There is also a difference between not having feats and not having any inclination that he can use it, the DB Says he can use all elements which is correct however he hasn't showed the feats of using a Suiton Heart so we can't just give him random suiton .....

There is no need to take away a heart. The Mask with no feats is the featless Water Mask. Just give it Water feats.

Kakuzu carries 5 hearts. One of his own which is Earth. And 4 affinity.
