[Discussion] Kage Generation: Determinant of Country's Defense and Power

I would like to make a discussion regarding this topic, "Kage Generation: Determinant of Country's Defense and Power".

Konoha - 6 Hokages already
Suna - 5 Kazekages already
Kumo - 4 Raikages already
Kiri - 4 Mizukages already
Iwa - 3 Tsukikage already

Does the number of each country's Kages reflect the villages' total power, stability and defense as a whole. Does it follow that the higher the number of Kages there has been in a village, the weaker they are as a country. Seeing that when a village consistently changes and appoints a new Kage, let's say a couple of years or so, regardless of the reason indicates that they produce low quality shinobis compared to other countries or does having a lot of Kages suggests that the village has been through a lot of attacks, has been the center of destruction, etc wherein their Kages are always killed that they need to replace frequently.

On the other hand, the lesser the Kages there has been in the village, does it mean that they produce quality shinobi, Kages for that matter, or, and are always tend to be a very powerful, stable village?

No it's not just that but it also has to do with unfortunate circumstances like Konoha with minato etc and 4th mizukage getting his biju extracted or hiruzen dying to his pupil. But sure yea it doesn't look good. But by far Konoha is the strongest they had two strongest clans and most of the bijus at that time. However they had a lot of ppl defecting and attacking them often like madara or orochimaru

Konoha always seems to have several Kage level fights at any time. In the past it was Hashi Madara and Tobi, then just the two Senjus (Remember Madara and Hashi are miles above average kage level.) There was then hiruzen and tobi.
Hiruzen, Jiraiya Orochimara Tsunade Minato...
Now Naruto and Kakashi and Tsunade... Konoha just loves having at least two kage level fighters at any time :D

It can go both ways. It can picture stability if someone is kage for a long time and instability.
Same for being kage for a short time. You cant come to a conclusion about the village strengths, by amount of kages alone imo.

It means that the Hokage die a lot...
I mean the oldest Hokage was Hiruzen(If you don't count Danzo, who was only Kage for like a week or less...)
