When the bijudama attacked a far away town, was it in Konoha? If so, does that mean there is no more? No more Genins that weren't allowed to battle, like Team Ebisu? Or what..

No. It was attacking random unnamed villages in an attempt to find the location of the Alliance HQ. I don't think any of the towns that were destroyed were ever shown in the series before.

I recall a map being put up at the start of the war, that had where the HQ of the Shinobi Alliance was.... Can't be bothered to find it though

Really? Where else in the community has "only purpose was to take the brunt of enemy fire" been used in correct context? Because "being less powerful than another" is a grossly-terrible interpretation.
We use the term "fodder" as slang. You said "used the word correctly", meaning the correct way of the word. Our slang isn't the correct definition of fodder.

Educate yourself, you're using the wrong word. Fodder in the sense of battle dialogue refers to cannon fodder which are expendables, people used to absorb the brunt of the damage thus sparring the "necessary"/"good" forces for battle. If you're gonna try and be pretentious at least do it about the right subject.
