Han was an Iwagakure shinobi, so I guess it was Deidara, though we can't be sure, since Roshi is also Iwa-nin, and yet Kisame captured him. About Fuu, it's possible that Kakuzu captured her.

Whilst there's nothing canon related I always imagined Onoki forfeited Han to the Akatsuki in return of him utilising the Akatsuki so often.

I like to imagine Sasori or Konan captured Fuu. Y'know, to even it out a bit.

No Deidara had one target, and he filled his status quo. And Sasori was stated to not know where his Bijuu was. And considering Tobi inherited Sasoris ring and spot as Deidaras partner, its liekly he inherited Isobu as his target too.
