After recent chapter it is now confirmed that the
The Tree understood that men gaining great power would only bring more destruction and war. The Sage of the Six Paths knowing this as well. Decided that instead of allowing the Juubi to destroy mankind and reclaim chakra he would seal the Juubi in himself and PROVE to the Juubi that men are capable of having such power while living peacefully. This is also why the sage taught the Tailed beast that they should love mankind even if they are done wrong that way when they are united they will show mankind forgiveness and let them live.
Sage's two sons:
If we look deeper into the sage's two sons after last chapter we can further understand why the Sage chose the younger son over the elder son. Looking at the younger son and the elder son we can now see clearly what the sage saw in them.
Younger Son: (Sage reason to let man live)
Represented himself who believed love and care was needed to bring peace thus once humanity got back to the point of resurrecting the tree it will forgive man for it's evil deeds and allow them to live (With Chakra) in them.
Elder Son: (Juubi Reason to destroy man)
Represented Man who sought power as a means to end all conflicts but more power would only result in more war and thus the Juubi will be resurrected again to destroy mankind and reclaim the chakra it feels mankind does not deserve.
Sage Splitting the Tailed Beast:
I believe while the Sage was on his death bed. He spoke to a conscious Juubi who told him something like "Once you die I will be reborn and will reclaim the chakra since man does not deserve it as they are still at war". The Sage knowing this... Decided that he would split the Juubi chakra and lock it away on the moon as a last resort to try and prove to the Juubi that humans can exist and peace can be reached.
Conclusion: This entire series is a struggle between the Sage Ideal(Man is able to change, have chakra, power, and be peaceful) vs the God Tree/Juubi Ideal (Man needs to be destroyed and does not deserve chakra)

. With this being said we could say that he was the strongest ninja alive since he is the source of everyones Power. Given the fact that his mother betrayed the Tree(which was a peaceful entity) and used it's power for war. The tree sent the Juubi to punish man and reclaim the Chakra to set things back to how they originally were.
