Madara>tailed beasts so Madara>Yagura (3 tailed beast host). So maybe madara could control the Mizukage. I dont know if he can control the host or if only the bijuu but since he can control the tailed beast, he could blackmail the mizukage. If he doesnt obey madara, madara will release the tailed beast and he will destroy the entire village and blab la bla. Is unknow why or how the 3 tailed beast was took from Yagura so i think that maybe it was madara, he extracted (and b/c of that killed the Mizukage) the tailed beast because the mizukage tried to resist? or... wtf kishi knows

We don't even know if Madara was controlling the Yondaime Mizukage, yet, that's just speculation, however likely.

As far as we know so far, the Sharingan is limited to being able to control the Kyuubi.
