The term as it is used on Narutobase stems from the concept of the phrase "Cannon Fodder."
Cannon Fodder- refers to a mass amount of armed militant forces that are expendable due to them being inexperienced, and having a superior quantity of them compared to the opposing force.
Example: Union forces during the U.S. Civil War
In combat, a force with vastly superior numbers, General Ulysses S. Grant could simply use his men to take a hill, or storm a fort. The encroached Confederate soldiers would burn through their reserves of ammunition and
cannon shells long before the Union forces would be depleted.
So really, a "Cannon Fodder" is a term used to describe on in a mass of expendable ordinary combat forces.
Narutobase derives this term to generally apply to "weak" people; however, even then you are incorrect. Kisame was far from weak considering he defeated Roshi's Lava style with simple Suiton, was capable of defeating Bee who destroyed Sasuke at the time, and Kisame was only defeated by using the Seventh Inner Gate which would only be used on the most elite tier Shinobi.
