[Question] Giganto Thor Axe

Was Usopp responsible for Luffys Thor attack? If you watch the clip closely you see Usopp shot what turns into a blue dragon, When Shiki brushes it off it hits the cloud and the first lightning flash happens. Now granted Nami said there was a storm coming but she never said a Thunderstorm and how often does it lightning while snowing? Also notice every time Nami uses lightning it's yellow.

I believe Usopp was responsible for Luffy being able to use Thor but I'm only on anime still and was wondering does Luffy ever actually use Thor in the manga? Also what are your opinions, did Usopp help create the Thor attack or was there a lightning storm in the area which Luffy took advantage of? Again I say it was Usopp that provided the lightning.

he just recently happened to use the Thor attack actually......but I am not sure if there was electricity in use this time

I don't believe this otherwise it would have been said imo.
Plus its only a film, not much canon when it comes to attacks.
And yes, recently he just uses except with his fist but until we see it animated there is no real way of telling if there was lightning there or not. Atm however it looks like he traveled very high up in the sky. Plus there was no visible lightning involved probably making it something to do with either his rubber body or haki.
