i dont know why you bring the fourth up, hes freaking weak, hes been surpassed by naruto since naruto learned the rasen shuriken.

Naruto surpassed the 4th in making a jutsu he couldnt do.
Naruto surpassed Jiraiya in completing sage mode.
Both of the above could kick Narutos butt in under a minute, even kakashi could still give him a go.
Learning a complex jutsu doesn't mean youre suddenly stronger.
For example here, sasuke cant use MS for shit, but the techs used are very powerful when used correctly (by the much greater Uchiha Itachi).
Yes Sasukes powers have very definitely been weakened.
And TBH, lets actually go through sasukes power curve without orochimarus curse seal (given power) and sharingan (cheap eye tech), and itachi gives him power too
His skill hasnt actually improved whatsoever. He gets given his best trumps (oro, and itachi) and he uses the sharingan constantly to ever learn or do anything.
Without sharingan i honestly doubt sasuke would make that much of a jounin really.
Naruto can fight at a much higher level than sasuke if you remove the sharingan.
Sasuke relies too much on it, and he's getting complacent, him going blind by MS will be the funniest thing ever, because once his sharingan has gone he will be chuunin level fodder.
Seriously if itachi didnt give sasuke power, and removed the curse seal, all sasukes power would be is lightning sword and raikiri (by kakashi 3 years ago)

Sasukes only true victory was against orochimaru, and he required grade 10 medicine just to barely stay alive lol.
Sasukes jutsu and skills list that he himself has with not being given it is the sword and electric current through it, that's it.
Kakashi vs Sasuke with NO SHARINGAN ALLOWED.
Kakashi would definitely win.
He mastered sage mode, rasengan, and FRS without the kyuubi.
May i also point out Jiraiya was obsessed with naruto using 9tails, so it isnt surprising naruto has relied on 9tails most of his training, because Jiraiya was narutos main teacher (kakashi stopped being his teacher after barely a year)
All of narutos greatest achievements have been WITHOUT jiraiya and his 9tails obsession.
Such as-sage mode and FRS.
While itachi used MS constantly his skill without sharingan was still amazing, he didnt use the sharingan when doing that upside-down kunai trick.
Im not saying a character shouldnt use there decent trumps etc.
My point is sasuke hasn't actually developed himself at all, these past years he has simply used sharingan to copy and master things, so he has little appreciation of the jutsu outside of sharingan, and most of his best defences and attacks are GIVEN TO HIM, literally, within a second, he has them.
Naruto has had to earn everything.
Naruto may take longer to learn-but he gets every little piece of info, whereas sasukes sharingan simply does it for him.

The problem is you have decided to upgrade your calculator and now its running out of battery fast, and because you havent revised all year if the calculator isnt used-you cant answer a question, and finally, the battery runs out-now youre dog meat

Even against Sasuke at the end when fully blind (read the manga and see his eyes, not even go back to the usual black ones, theyre white with a tiny black dot, he has gone fully blind) he still pwned the shit out of sasuke, and wanted to do what he wanted to do.

Naruto did use the 9 tail fox, to recover fast, without the 9 tail fox his training would had lasted months
Naruto would have being death by now if he din't have the 9 tail fox.
