Now the manga says Tobirama is the one who invented shadow clone jutsu.

However, the multi shadow clone jutsu was in Hashirama's scroll of sealing(either created by Hashirama or his predecessor such as so6p) and also classified as a forbidden ninjutsu.

The point of this thread is- Tobirama did not really create the shadow clone jutsu, he more like modified it from the multi shadow clone technique from the scroll of sealing. Since only guys with massive chakra reserve like Hashirama, Naruto can possibly use multi shadow clones, Tobirama modified it in such a way that normal ninja's such as Ebisu and Genma can also use that technique in a smaller scale.

Shadow clone jutsu was modified from multi shadow clone technique from the scroll of sealing and no longer forbidden since ordinary shinobis can use it too

Or the scroll was created by Hashirama and Tobirama and contained their most powerfull skills,that only a proeficient,high on chakra user could handel.Like the Taju Kage Bunshin technique.

There is no reason the Hokage wouldn't be able to make a technique forbidden.

And there isn't a point in the series where Hashirama uses Shadow Clones. Wood Clones? Yes. Shadow Clones? No.

uhm the only reason multiple shadow clone is forbidden is bcoz of what it does to the user, it could kill you if you don't have excessive chakra. just like Gai and Lee's taijustu
