Kakuzu is better, but ultimately loses to Kisame due to poor match-up. Kakuzu can't do anything against giant water shark bomb.

Kakuzu. Kisame can't use his best combo...water orb and shark form because kakuzu has high rank lightning ninjutsu. Outside of the orb he can also fly and use his long range to it's full potential. Kisame is probably stronger but he cannot win this matchup.
