Who is the most overrated and who the most underrated character in OP?

Most underrated: Nami, Usopp and Chopper

Underrated: Usopp and Coby

Underrated: Kizaru, Crocodile, Nami, Ussop, Chopper, and probably Robin

Kizaru: Light speed....seriously OP

Crocodile: beat Luffy effortlessly twice. Took some extreme Nakama power for that win. It showed he was capable at fighting during Marineford.

Nami: I know I tend to underrate her...clima-tact has some power to it.

Chopper: his points are very strong and versatile...he needs experience really

Ussop: Ennis lobby SOGEKING!

Robin: usually does it to herself....has an extremely Haax DF, but it's never seemingly used right.

Underrated: Crocodile (his DF is really OP, he can basically kill you by just touching you and he can be real troublesome if he has haki), Jesus (people think Luffy will actually beat this guy), Usopp & Kuma.

Smoker is very underrated.
The problem is before the time skip he got matched up with people he could beat such as Luffy.
Whereas after the time skip he has been paired up with people such as Law, Doflamingo and Vergo. All of them obviously on a higher tier (maybe not Law) and obviously superior to him in terms of strength.
