Going by your logic since Madara didn't use the techniques means he doesn't have them. So since he didn't use ANY MS techniques that means his MS are useless and have no abilities in them at all. We only saw part of Hashirama and Madara's fight and the kages are fodder to him plus he was a edo he wasn't trying. I'm not saying he has amaterasu but until we see him use two other MS techniques we can't say anything.

Sasuke cannot use Tsukuyomi because he's not good at casting genjutsu at a level on which Itachi is. And the high level genjutsu with some different abilities in it can be said as a Tsukuyomi or KotoAmatsukami because Itachi uses a high level genjutsu by manipulating the time while Shisui controls the victim without him noticing.
Because of lack of Uchihas possessing MS, I guess people started thinking that only two powers are needed to awaken Susano'o i.e Amaterasu and Tsukuyomi but that's completely wrong.

But both the Kamuis are different that is Kakashi's Kamui teleports distant objects if focussed too much (in his case) while Obito Kamui's objects or himself while in contact and unlike Kakashi's Kamui to teleport distant objects which Obito can't he got one more power to become intangible. The eyes of Obito got both the powers but since not in one being, the third power susano'o has not awakened. I was looking up the differences between raikiri and chidori, and amaterasu and enton, and found out on a page that C said that Sasuke uses Amaterasu with one eye and manipulates it with the other. So that means he doesn't have tsukiyomi?

It was on a wikia so I am skeptical but still...

And also for the people who say "Sasuke used it against Bee" there's no actual evidence that was tsukiyomi.
