Yes, because Tobirama does lack offensive feats for now. At this point he hasn't shown many suiton moves. Nor has he shown many offensive moves. You can't just spam Gojo.

There are a lot of unknown factors of how he used it. One being it isn't that powerful, or else he wouldn't have died or get his ass kicked by jin and kin bros.

He is a senju after all , and they are known for being masters of Nin , Tai and Genjutsu..
