Not derived from the byakugan but of the same bloodline limit justu maybe like cousins. They have better insight in terms of reading chakara or distinguishing and their vision is 355 degrees also the can see from a very far distance in kilometers and things like mist, dust and weather doesn't affect their vision. The sharingan on the other hand is a battle gear offensive and defensive not equipped that much with the insight byakugan has they are two different eyes entirely.

Comparatively, Madara has the Uchiha and Senju DNA...also, he had an EMS which likely helps. Nagato had the eyes implanted...and Obito implanted his from Nagato.

So really the only one to unlock it was Madara who had both DNA needs as well as years of time.

Kakashi could only advance his sharingan when Obito did.

1- danzo didn't have ems, and if he did it took Madara DECADES to have his ems naturally progress to the rinnegan

2- the byagukan hasn't been relevant since way before shippuden, it served its purpose in then original naruto

Edit - Madara stated that he implanted the rinnegan into nagato when he was a baby, so when the time was right and he had matured he could use the rin. Tensei and revive him, idk what people are smoking that they completely are ignoring this manga fact.
