[PURE FACT] My top five based on power-level feats alone

1. Tobirama
-edo tensei, best suiton user, ftg, insane intellgince, has done the best against juubito
2. Hidan
-immortal body, 1 scratch and you are dead, has death god magic, very fast
3. Kabuto
-team taka as one person, dsm, sound gen, 35 amazing edos including madara
4. Tobirama's brother
-can make trees, can make a big wooden statue thingy, helpful for controlling bijuus
5. Juubito
-very strong, doesn't have much feats yet, can be hurt, weak to senjutsu, good kkg.

this is my top 5, comment and -rep because I know you all think juubito >>>> Naruto universe even though he's got lots of weaknesses.

Couldn't beat an 80 year old man
Couldn't break out of oro's control
Only defeated one ninja worth mentioning and only because he got a lucky hit, which later became infected.
No support techinques
suiton techinques unimpressive
weak edo tensei, oro and kabuto both vastly improved it.
His FTG was much worse then minatos.

Even when looking at other villages, he's a weak kage. Gaara, Onoki, Trollkage, Muu, 3rd and 4th raikage all seem far out of his league. And the current kage, tsundare can heal tons of people at once, has super strength and super healing, making her excellent support, and a very powerful kage.

Do you think most kage level ninjas would die to a bunch of weak ninjas? only the gin kin brothers were of note, and darui beat them. Minato would have easily wiped them out, hashirama would have wiped them out, even hiruzen prime and tsundre would have won with help from their summons. Not tobirama though, he doesn't even have a summoning contract as far as we know. he was truly the weakest and least memorable kage; that's why kishi decided to leave him out of the plot until now.
