Obito gained the ability to nullify all ninjutsu AFTER he gained the staff and appearance of Rikudo. Tobirama was hit during the same state Obito was in when he hit Hiruzen.

II dont think he's dead. Obito was adding that ninjutsu canceling quality to his attacks yet. If you remember he hit Tobirama and he regenerated. And he attacked naruto with that jutsu and sasuke blocked it with susanoo.
