Actually the context in which the manga panda translation is put in, makes it sound like the part that's in Minato is talking about the part in Naruto.
"He was even able to persuade my
other half." - Kurama inside Minato, per manga panda.
Kurama is shown talking to Minato, so unless he's talking to Minato through Naruto, then we must assume it's coming from within Minato.
"That was quite the touching speech your son just gave there... Minato.
Enough to move even
this half of me." - Kurama inside Minato per ***********'s translation.
Clearly this version is talking about itself, and the same logic applies. Talking to Minato -> inside minato.
It's pretty straightforward.
The real question is, who's translation is correct? Most likely ***********'s, as I've found MP to be sub par. But nobody is perfect.
