Why Tobirama is superior to Kisame in Suiton

Here are two techniques from part 1:

Tobirama uses it with just 1 hand seal

Kisame still uses all hand seals and its his own variant of Suiton. The thing here is is that they're both B-Rank; the difficulty to perform these techniques are relative. And let's not forget Tobirama wasn't even brought back at full power then. [

Kaaant SHOULD know better then this. Kisame has revealed incredible suiton jutsu with minimal hand seals. Arguing that Tobirama is superior to Kisame is.... Hardly worth the time commenting on.

tobiramas jutsu was used with one hand by mei as well and we know mei is worse than kisame in suiton. kisame used one seal for his massive lake creating dome

That's not exactly what we're saying, Tobirama at a watered down (Pardon the pun.) state has displayed superior proficiency than Kisame acting on the same level of Jutsu.

For some vague indication of just how watered down he must've been, this is all I can offer

The fact that Hashirama at being revived at the same technique was holding back something as spectacular as this heavily implies that the same (Albeit in a lesser state.) can be argued for Tobirama. Not to mention we're going by Part one feats here.
