Jiraiya most likely wins. The only thing threatening here is the raikages speed and his body but Jiraiya has attacks that doesnt need to harm the 3rd directly. Such as swamp of the underworld, jiraiya shouldnt be underestimated even nagato saids he would had defeated all the pains if he knew the their secrets.

150m is more than enough time for Jiraiya to enter Sage Mode. All he needs to do is prep Gama Rinsho and its GG 3rd Raikage. Which again, is easy with this distance, and the fact that Yomi Numa can slow him down.

20 seconds gives Jiraiya time to set up Yomi Numa, Raikage runs into it, and then Jiraiya proceeds to summon Ma and Pa.

Not to mention Jiraiya isn't going to stand there while the Raikage charges at him from almost a mile away.

Not to mention Jiraiya isn't going to stand there while the Raikage charges at him from almost a mile away.

But Jiraiya has no intel on his abilities. Probably he would also start to run towards the Raikage. He has no reason to use ninjutsu until he has no intel on the Sandaime's main abilities.

Actually it's quite easy.

150 meters is enough for Jiraiya to summon Bunta. From there on, he uses Yomi Numa, which will slow down the Raikage. Once the Raikage is sunk in the swamp, Jiraiya throws the Flame Oil Bullet at him. That probably won't work, though, so he'll have to go Sage Mode.

This can be done on the back of Bunta since Raikage has shown no ranged tech and he isn't outrunning Bunta.

After that, he preps Frog Song and kills him.

It's pretty easy. I give it to Jiraiya mid diff due to Sandaime being unable to hit Jiraiya.

What exactly can Jiraiya do to damage the third Raikage? Katons won't do a thing to him, and Yomi Numa will be nullified considering the man has an active Raiton shroud coating his body at all times. He will laugh at any giant Rasengans given he took a point blank Rasenshuriken, and all it managed to do was wind him and temporarily deactivate his shroud due to having a distinct elemental advantage. Any giant summons used will get chopped the same way the Hachibi stated he was.

100 meters is nothing for characters that move at this speed - the third Raikage can easily clear that distance in seconds when shrouded. KM Naruto compared this guy's speed to the fourth Raikage, and while he may lack the "V2 Shunshin," we're still talking about a top tier speedster here. Jiraiya has no place to hide and play keep away in an open desert, so guerrilla tactics won't cut it here either. Fighting a juggernaut like the Raikage in open battle won't end well for him.

It's a debatable fight.

People are making it out to be AMATERASUGG but it doesn't work like that at all.

Even with intel, he won't have enough time. Even slower characters ( like Tsunade ) were able to travel great distances in mere moments. The Sandaime is almost as fast as his son. 105 meters is nothing for him.
