you are terrible mis informed, no they cant. rock lee worked for years to get his speed, sasuke copied and trained to get that speed with his sharingan, you are sadly mistaken, go watch naruto shippuden episode one where sasuke teleports to narutos shoulder, then show me where anyone else does that in any other chapter at all

Well about the speed thing, emphasis on CHUNNIN exams. It would be surprising that a genin could move at such speeds, they were pretty new ninja, Rock Lee was about 1 or 2 years and Sasuke maybe a few months, so of course they would be surprised. But speaking in current manga terms, which is about 4 or 5 years later than that, yeah, pretty much every character that actually matters can move at that speed.

Rock Lee, Kakashi, Gai, Sai, Choji in that super mode thingy, practically all Akatsuki members, more than most likely the sannin, the list goes on for a while. And as I said, most of the ninja that play even a slightly important role in the story.

anbu members are extremely strong and fight at almost kage level, thats not everyone , anbu are an elite few, and not all the anbu are that fast, just wait and see when sasuke pwns danzo

kakashi doesnt move as fast as gai, he can only keep up with his movements cus of the sharingan. sasuke isnt a genin anymore, hes almost 3 years older stronger and faster. show me a chapter when jiraiya, sai or any of those ppl u mention move as fast as sasuke, first ep of shippuuden sai couldnt keep with sasukes speed nor could yamato,naruto or sakura, if kakashi was there he couldnt either
