I would say yes he is kage level, but low kage, nothing more. This war arc has pull ass pull after ass pull regarding chakra level. For example Tsunade during the pain arc used her chakra and then bam unconscious, however, now she can survive being cut in two...

1- Obito was handicapped
2- Same amount of chakra the only thing is he was constantly healed by Naruto and the kyuubi
3- No he can't? You're just wanking him
4- That doesn't mean the kamui isn't stressing him out. I doubt if it weren't for this situation Kakashi would've been pushing himself this hard to use kamui

He can surely take out mei and tsunade. Gaara could be defeated as well. Kakashi can use suiton jutsus, plus he is very fast. He could probably evade gaara sand for mawhile . and he has kamui in lat resort.
