By the standards of 200 years ago, women are rather late bloomers in today's society. A woman of 25 without a husband or kids was generally bad thing.
Pregnancies at 13 weren't as common - but marriage at that age to a 15 year old young man was not uncommon. Though by that time, most guys were working somewhere or were helping their father build an addition to the home to accommodate the expanding family.
We live in a society, now, where males are not really held to the same standards that they were even two generations ago. Key concepts of responsibility have been omitted from our culture and our society permits men to behave as boys.
The same for girls - although there is little structure reinforcing responsibility on any front - many teens (male and female) are encouraged to partake of adult experiences that used to come with a much greater context of responsibility. The result is predictable - wanton destruction.
Girls get pregnant. Guys run away from the responsibility (not that they can really take much responsibility for it, since they're still in our protracted education system) - which fuels social drama that becomes a source of entertainment for the rest of degenerate society who gets to say: "Wow, my life isn't that bad. Sure - my boy toy is something of a mooch, but at least our home life doesn't look like the Murray Show."
Then you add into that a government that, then, says: "We need to do something to help these people - let's hand them money for being irresponsible..."
And it's no wonder we have the problems we do. It's a self-devouring cycle that feeds itself and grows stronger. Babies making babies enabled by the tax payers until the whole thing ends in run-away inflation and the collapse of the national currency.
