c4 wont work when gaara has sensor sand+he spits it at the ground,thus it is kinda useless against a flying opponent,unless he wants to make a chibi version,which cant even be propelled through the air.
Deidara just forced gaara to preotect the village. Not being prepared is crap,who came looking for the fight?,he had intel on gaara and prepped c3. Gaara had zero intel.
