no this is not bias. sasuke has the same if not less battle exp than naruto but his intelligence is on par with kakashi. it has nothing to do with bias, just character design. naruto was not meant to be as smart as ninja like kakashi,sasuke,shikamaru,oro,minato ect. it has nothing to do with battle exp, or bias
