Relies on slow kunais?
A minato in close or mid range battle can get from point A to B at a speed of his kunais, not any faster.

minatos base and shunshin speed is top notch, now even more thanks to kcm.
he doesn't have to rely on ftg kunais anymore, but can use clones instead. a clone is now basically a moving ftg kunai with the ability to mark.

Minatos base speed is 5 at best then you add shunshin, its really comparable to any1 with 5 base speed.
KCM or not kunai is still faster unless its shunshin, but you cant spam that.
I honestly don't understand how a rasengan at close range, literally in your face, can be discarded as a non powerful offensive jutso.minato is one of the most OP shinobis there is, with just 1 weakness.
no powerful offensive jutsu. this is his only weakness so far, but in the next chapter this may change.
Seriously, not counting Edo's and Devapath'd what character can take a direct hit from a rasengan and still move? Even Zetsu celled Obito had to retreat...
sadly the rasengan can't defeat the likes of susanoo or harm the hard skin of the 3rd raikage.
it's all about getting a jutsu that can deal with those.
sasuke was much closer to naruto than minato was.
throwing kunais? are you drunk. he didn't use any in this chapter. the ones he was holding were to be used in his new jutsu, whatever that is.

Minatos only weakness I can fathom regarding this jutsu and also himself is the lack of vast chakra. But that's chnged now. As a edo he coulda soloed the whole shinobi alliance no prob. If kabuto got him to begin with

I don't want to be aggressive, don't take it like that. But I have to say, your argument is invalid.
- 3rd Raikage; no one can harm the third unless they are the 3rd himself, and even then it has to be his most powerful technique. So leveling "a powerful offensive jutso" by that measure is simply impossible. Manga wise there is absolutely no jutso that has presented proof to satisfy that mark, which would mean that no one in the manga, according to your judgement, has a powerful offensive jutso.
- If the rasengan can pierce Susano'O or not it's irrelevant for Minato. The whole point of FTG is that it enable the user to bypass distances in a mere moment, this includes all the barriers that might be set inside this spacial gap and these barriers obviously include Susano'O.
Again an offensive jutso's job is to cause harm to the opponent, not to disarm it's defenses.
