Eh... Konan is a tough one. I would say she isn't the strongest but I don't know any major counters Mei and Tsunade have against her..
After thinking about it, Tsunade loses the fight, but doesn't die.

To both this and the OP, the reason why she was able to do that technique was due to sheer preparation time. It would not do Konan credit to assume she is capable of performing this jutsu on a whim.
That being said, Konan is really up there in kunoichi. She was the "Akatsuki Headmistress" if you will. Sakura, Fuu, Tsunade, Mei, Pakura, and Fuuka are all contenders for "Strongest Kunoichi" (Adding both Manga and Anime for science). Analytically defeating 50% or more of these kunoichi puts her on the top, but damn, does she have the competition for it!

No I disagree its Tsunade that picture is when all those paper bombs she putted underground explode. So, other ninjas (except Rock Lee) can do that also. The thing is since her specialty is Paper Release, she can do it faster than them.
