Why Naruto's getting hit despite KCM speed

I think this explains the parity in his fighting sequences. Makes it more understandable that he can't maneuver things correctly because he hasn't refined that ability yet.

Naruto honestly is exhausted.. But he hasn't had time to train his speed tbh. If he can dodge the Raikage's full speed, then I'll never question how fast Naruto actually is.

I believe that is exactly what it is right now. Even if Sasuke should have been able to dodge it Naruto should have definitely been moving out the way. I think the problem is that Kishi is not letting Naruto fuse his BM with SM because we all know that with Sage Mode Naruto's reflexes are the fastest. I believe that once Naruto fuses these too modes with the other half of Kurama's chakra that he will be some competition for Juubito.

This was explained already. It hard to mantain high speed. In part 1 lee said that sasuke cant keep using that speed or he would get tired later he will be able move fast for longer periods.

That's fine, but that was years ago. Not everyone will think of that.

That's true; speed has different usages and aspects within itself; for now Naruto is not proficient at using it; so it is not that much of a factor in his attacks; more like it helps him avoiding several offenses. Saying he can "blitz" anyone is like saying a professional athlete can blitz anyone including professional boxers by just running at full speed. Also "blitz" means making continus high speed attacks; not a mere linear and fast attack; a slower yet unorthodox series of attacks are less predictable than a faster and linear attacks coming from a distance...
