@ The blue blur - That .5 is for the jutsu they learn in the academy (which lee was awful at).. he does not use body flicker

Except the databooks say Lee has a .5 in ninjutsu this would mean he has at least some skill in ninjutsu enough to preform a simple d-rank jutsu

And even if he doesn't use it Sanji still wins

he has no talent for ninjutsu thats his basic speed not body flicker

No its a feat.. if the creator of one piece wanted his characters to do the same he would of done it as well .. Shinobi>>pirates in terms of speed

again potryal =/= feat a feat is if he actually blitzes a fast character or travels farther with his speed sorta like what kuma does and the cp9's shave

Not really Kizaru is faster than any naruto characters including BM naruto and KCM Minato

Than again Kizaru is a marine not really a pirate but it doesn't matter. Even Luffy gear 2nd outclasses most naruto characters in speed with the exception of a few top tier
