it was never stated in the databook that prime Tenten can fodderize Orochimaru
prime Tenten wasn't chosen to be Hokage by the third best spice time user ever
prime Tenten doesn't have knowledge on every jutsu in Konoha
it would be totally different if a weakened version of Tenten solo'd two weakened Hokages but iirc her strongest opponent was a genin and she got stomped in seconds

Tobirama isn't Naruto. His chakra reserves aren't that high.
And making dozens of weak KB would be pointless, because they would dissapear when Tsunade punches the ground.
