Come back to us when people think he is so powerful that he could solo the akatsuki, THEN he's overrated. until then he is rated juts perfectly fine

Byakugon is lame. 360 degree vision, yippe-skip. Most shinobi are already aware of their surroundings.
Air Palm is lame. Most if not all mediocre shinobi can dodge it.
64 Palms is kinda cool. Too bad it will never hit any of the mediocre characters.
Rotation is lame. It only lasts a few seconds and it can't be spammed.
All in all, Neji isn't that impressive; hell, Hyuugas in general arn't impressive.

The same Sasuke who needed a curse mark enhancer to reach the Sound Four's level, unlike Neji.
So he's not weak. Although Hebi Sasuke > Neji obviously.

Slightly off-topic: did you notice that, in Part II, the prediction ability is hardly ever (if ever) mentioned? I find it strange, and characters fighting against Sharingan users seem to not know about it, as well (even though they sometimes know stuff like MS abilities).Don't be dumb.
3-tomoe predicts movement. 3 Tomoe Sasuke could predict Naruto with Kurama's chakra, and it's already been shown that Naruto was faster than Neji.
Sasuke reads all of Neji's attacks and chidoris him in the heart.

Yes, but what about Sasuke vs. One-Talied Naruto? Besides, Sasuke does mention during his fight with Killer Bee that he "has no trouble seeing his movements with these eyes". I thought copying and predicting were slightly different. Sharingn was initially said to "copy" an enemies movements but in part 1 Kishi has Zabuza say he figured out the trick to the Sharingan while fighting Kakashi. Zabuza claims the Sharingan works more like Hypnotism and the user manipulates his enemy into doing the jutsu he wants thus giving the illusion of mimicry.

No he is not overrated.
Believe it or not; there are people who support characters who are not Uchiha, Hashirama, Minato or an Uzumaki. That's just it. He was a strong ninja; he might no be top 30 but he was definetely not a fodder.
Btw, Sharingan is not a magical device which is rendering useless any type of taijutsu attack. Taijutsu is not just speed(contradicty to popular belief); a good amount of skillset and/or a relatively agile fighting style would be more than enough in a taijutsu battle against a sharingan user.

Itachi copied Kabuto's jutsu and Kabuto's eyes were closed.

According to Zabuza the Sharingan allows the user to copy body movements. Not Jutsu, think of it like this, Sasuke doesn't have suiton so he cannot "copy" a suiton jutsu(though fanboys say his sharingan would grant him suiton abilities for the jutsu) The Sharingan user copies the movement of his enemies body throwing him into a panic, then uses Genjutsu to "hypnotize"(Zabuza's words) the enemy into doing a jutsu the Sharingan user chooses. In Kakashi's case this would mean he chose for Zabuza to use Water Dragon Jutsu thus further convincing Zabuza Kakashi could copy his jutsu's when according to this explanation, Kakashi already knew Water Dragon Jutsu.
It's debatable since Kishi put the retcon in there.
