Sage's Rinnegan had not the Tomoe. The new Jinchuuriki has hatred inside, unlike the Sage.

sense, the rinnegan is like the eye of the juubi without tomoes

my theory is that the circle patterns in the latter state will turn into a rinnegan like on the sages back when he receives the other half on kurama's chakra.

at first i thought it was out of sinc yin and yang chakra. (since alot of people think naruto got the 8 beast yin.) and thats why i thought he went all circle patterns, but that doesn't make sense since minato doesnt have yang kyuubi chakra. then again it might just be a lack of yin chakra thing, who knows. kishi will probably have some reason for it. well have to wait and see.

Now, about Minato/Naruto being synchronized with their respective part of Kurama...

Think in this way:

When Naruto and Kurama were not in good terms, Kurama was a Yang entity (the physical energy and body, with almost not mind so it was easily driven by its negative emotions). When they became friends, Kurama took all the experiences that he had while living inside Naruto, he emphatized, and now thanks to this friendship their symbiosis was enhaced and now Kurama ability to think rationally was enhaced. This is the power of their bond.

This quite explains why Minato was able to use Kurama's Chakra Cloak so easily... it's because his Kyuubi is Yin, ergo, it thinks rationally. The Bijuu Mode seems more like a physical manifestation of the Bijuu so it seems to be a Yang feature, and that explains why Naruto is the only one who can enter Bijuu mode and this too explains why Minato's KCM and Naruto's BM don't have the Tomoe in their respective Uzumaki Symbol...

It's because Bijuu Mode is the Max level of Synchronization of Naruto with Yang Kurama, while Kurama's Chakra Mode is the Max level of Synchronization of Minato with Yin Kurama.

If you're talking about KCM Naruto, you're right. KCM is not the Max level of Synchronization of Yang Kurama with Naruto.

Yang Kurama is not fully in sync with Naruto in this picture. He is fully in sync when Naruto enters Bijuu Mode (when Kurama isn't collecting chakra).
