U are underestimating the Kages, specially Tsunade, Ay, Gaara & Onoki. They are all top 20 characters, and easily above Guy's, Danzo's and Kakuzu's level.

You could be right exept for GAI, he handeled madara's susanoo with his Hirudora while the 5 kages needed a combined atack to be able to hit it

Guy destroyed Madara's incomplete Susanoo. Tsunade alone was able to knock down a complete Susanoo.
The Gokage destroyed 25 Complete Susanoo and not one.
