He almost gave in to Obito's mocks after Neji died, and was about to help him. If anything, Hinata was like "***** please! Get a hold of yourself!" and smacked him to point out how much dumber he's getting. But since he got that, he had character developement.

Sasuke's character isn't getting worse, it's just has developed into a character you dislike more. I personally like him better than before.

Besides, I doubt Sasuke would care anyway. Even back in part one their relationship was somewhat one-way. Sure, Sasuke eventually looked at Naruto as a friend, but not nearly as much as Naruto looked up to Sasuke. He simply doesn't care about Naruto in the same way Naruto cares about Sasuke, and this has become even more apparent in Shippuden.

Naruto does still care because Sasuke is still his first bond. Naruto has simply matured and does outwardly show his emotions as much. Naruto made a promise that he wuold bring Sasuke back and Naruto always keeps his word. He simply has other things to deal with. He is priortizing.
